La Ley 114 de 1913 consagró la pensión de jubilación de gracia en favor de los maestros de las escuelas primarias oficiales que hayan servicio al magisterio por un término no menor de 20 y que, a su vez, la Ley 116 de 1928 extendió el beneficio a los empleados docentes de las escuelas e inspectores de instrucción pública, autorizando a acumular los tiempos de servicio prestados en diversa épocas, tanto en la enseñanza primaria como en la normalista, en ese sentido, esta prerrogativa prestacional quedó consagrada en favor de un grupo de docentes del sector público, quienes no podían ser nacionales sino exclusivamente nacionalizados, vinculados hasta el 31 de diciembre de 1980.
