Analiza la constitucionalidad del artículo 47 del Decreto 1045 de 1978. Pronunciándose acerca de las facultades del Jefe de Estado de revisar y modificar los aspectos relacionados con las asignaciones derivadas de las prestaciones sociales del personal de las entidades de la administración del sector central, estableciendo que no se encuentra ningún vicio de inconstitucionalidad.  Por lo cual declarar EXEQUIBLE el artículo 47, en lo atinente a la competencia del Gobierno para regular mediante facultades extraordinarias lo concerniente a las cesantías.
