Corte Constitucional declara EXEQUIBLE el inciso primero del artículo 1o. de la Ley 445 de 1998, en el entendido que los incrementos que allí se establecen para las pensiones de jubilación, invalidez, vejez y sobrevivientes, financiadas con recursos del presupuesto nacional comprenden también a las pensiones que hayan sido reconocidas por entidades del orden territorial, en el caso de acumulación de tiempos de servicio en el sector oficial, a prorrata de la cuota parte que le corresponde a la Nación.
