La delegación es un mecanismo de coordinación y organización de la estructura administrativa, en virtud del cual se transfieren funciones de un órgano a otro, transferencia que es hecha previa autorización legal por el propio órgano titular de la función, quien puede en cualquier momento reasumir la competencia. Como la delegación, la desconcentración es también un mecanismo de organización administrativa que permite la transferencia de funciones, pero a diferencia de lo que ocurre en la delegación, en la desconcentración dicha transferencia no se hace por el titular de la función previa autorización legal, sino directamente por el ordenamiento jurídico.
