La revocatoria del mandato es un mecanismo de participación que comporta un juicio político, en el que un número determinado de ciudadanos vota para dar por terminado el mandato de un gobernante, antes de que finalice su periodo institucional. Por ende, está estrechamente vinculado al instituto del voto programático, puesto que es a partir de la verificación del incumplimiento del programa de gobierno que se logra un criterio objetivo que otorgue sustento al descontento de la ciudadanía con la actuación del mandatario.
