La convocatoria se convierte en una expresión del principio de legalidad tanto para oferentes como para inscritos, de tal forma que incumplir las directrices allí estipuladas contraviene no solo los derechos de los aspirantes, sino aquel valor superior al cual está sujeto toda actuación pública. Dicho en otros términos, el acto administrativo que la contenga funge como norma del concurso de méritos, por lo cual todos los intervinientes en el proceso deben someterse aquel so pena de trasgredir el orden jurídico imperante.
