La cédula de ciudadanía representa en nuestra organización jurídica, un instrumento de vastos alcances en el orden social, en la medida en la que se considera idónea para identificar cabalmente a las personas, acreditar la ciudadanía y viabilizar el ejercicio de los derechos civiles y políticos. No cabe duda que la cédula de ciudadanía constituye un documento al que se le atribuyen alcances y virtualidades de diferente orden que trascienden, según la Constitución y la ley, la vida personal de los individuos para incidir de modo especial en el propio acontecer de la organización y funcionamiento de la sociedad.
