Los impedimentos o recusaciones, como medios para evitar que miembros de la Junta Directiva, puedan decidir asuntos - en aspectos específicos claramente determinables - relacionados con una localidad en la que eventualmente ejerce funciones representativas un pariente en las condiciones mencionadas, hubieran sido igualmente eficaces y menos gravosos que la inhabilidad genérica enunciada. Así está previsto en las normas legales relacionadas de manera general con el ejercicio de la función pública (Art. 123 C.P.), que no son ajenas a los empleados de la Comisión Nacional de Televisión
