"La Corte Constitucional se declara INHIBIDA para pronunciarse sobre el numeral 1 del artículo 39 de la Ley 1801 de 2016. Declara EXEQUIBLE el parágrafo 3º del artículo 39, la expresión “con 48 horas de anticipación” contenida en el inciso tercero del artículo 53, EXEQUIBLE el artículo 55 y el inciso cuarto del artículo 56 en el entendido de que la excepción solo es aplicable a los operativos de garantía allí consagrados. Declara EXEQUIBLES las expresiones “reuniones o”, contenida en el numeral 9 del artículo 103, y la expresión “reunión o”, contenida en el numeral 9 del parágrafo del artículo 103. Declara EXEQUIBLE el numeral 1º del artículo 149 y el inciso cuarto del artículo 56 en el entendido de que la excepción solo es aplicable a los operativos de garantía allí consagrados."
